Overview: The Benalla Art Gallery is undergoing a major redevelopment of statewide significance, ensuring its continued role as a leading cultural and artistic institution for Benalla and regional Victoria.
Located within the historic Benalla Botanic Gardens on the bank of Lake Benalla, the Gallery will be upgraded to provide triple A sector standard climate control and a new restaurant overlooking the lake, while preserving the iconic Munro & Sargeant building and its relationship to the landscape.
Funding has been secured through Victorian and Australian Government programs, with the project being delivered within a heritage‑listed botanic gardens setting and a heritage overlay planning control, requiring careful navigation of complex cultural heritage and statutory approval processes.
Our role: Browns Project Solutions has been engaged to provide end‑to‑end project management for the multi-million-dollar Benalla Art Gallery Redevelopment, a cultural infrastructure project of statewide significance located on a heritage overlay site.
Our team of specialist project managers is coordinating design development and heritage requirements, including detailed engagement with heritage advisors and statutory authorities, leading Council through critical phases of the project, managing program, risk and budget on a live civic precinct, managing stakeholder engagement and funding milestones, and overseeing pre‑construction planning to support Benalla Rural City Council as the project moves into delivery.

Delivery of these works within a tightly constrained, heritage‑sensitive site requiring careful staging, access planning and coordination with heritage and planning approvals.

Construction of an architecturally designed extension to support a commercial restaurant, improving the Gallery’s hospitality offering and connection to the lake and gardens.

Upgrades to climate control systems to meet national and international sector standards, enabling the Gallery to host high profile touring exhibitions.

Improvements to art storage, staff and back‑of‑house areas to support the long‑term care of the collection and more efficient operations.

Enhancements to entry, lobby and gallery spaces to create a more welcoming and accessible visitor experience.
The project is funded by the Victorian Government’s Regional Cultural Infrastructure Program, and the Australian Government’s Growing Regions Program.
Williams Boag Architects have been engaged to deliver a design that celebrates and supports the existing Munro & Sargeant architecture, using thoughtful materials and forms that protect key sightlines and views.
Midsons Construction Victoria has been awarded the construction contract that will see this project to fruition.
