What does Browns Project Solutions do?

Browns Project Solutions is an independent project management consultancy based in Shepparton, Victoria. Established in 2012, we manage civil infrastructure, water infrastructure, and local government capital works projects on behalf of our clients, acting in their interests at every stage of the project lifecycle, with no financial interest in the construction contract outcome.

Independence is the foundation of what we offer. Where a contractor manages delivery in their own interests, Browns Project Solutions represents the client; monitoring contractor performance, managing variations and claims, maintaining program oversight, and ensuring quality and compliance standards are met. That distinction matters most for organisations that need objective oversight rather than advice shaped by a contractor relationship.

Browns Project Solutions holds ISO 9001:2015 (Quality Management), ISO 14001:2015 (Environmental Management), and ISO 45001:2018 (Occupational Health and Safety Management) certifications, all independently audited through Adaptive Certifications and held concurrently within a single Integrated Management System.

Where does Browns Project Solutions operate?

Browns Project Solutions is based in Shepparton, Victoria, with established project delivery experience across regional Victoria and southern New South Wales. We work in hybrid and on-site arrangements and follow the project, not a fixed boundary.

Our track record includes projects across the Goulburn Valley, Murray Valley, North East Victoria, Loddon, Hume, and Goldfields regions, with work delivered in and around centres including Shepparton, Benalla, Wangaratta, Wodonga, Echuca, Bendigo, Swan Hill, Deniliquin, and Griffith. Where a project takes us elsewhere, we go.

Who leads projects at Browns Project Solutions?

Projects are led by Jason Brown (CEO) and Laura Benson (Principal PMO Specialist), supported by project manager Ravi Seerathee and the broader BPS team. Clients work directly with experienced practitioners, not account managers.

Jason Brown - CEO

Jason has over 30 years’ experience in civil construction project management. Before founding Browns Project Solutions, he held senior roles with Regional Roads Victoria, Goulburn-Murray Water, and council capital works programs. That background means he understands the pressures on both sides of a construction contract, and what it takes to keep a project on track when those pressures escalate.

Laura Benson - Principal PMO Specialist

Laura brings experience from the Department of Transport and Planning, Metro Trains Melbourne, and multi-national engineering consultancies including KBR. Her background spans program management office functions, governance frameworks, and structured project controls, the systems that keep complex delivery environments visible and manageable when scale or stakeholder complexity would otherwise obscure them.

What certifications does Browns Project Solutions hold?

Browns Project Solutions holds three ISO certifications, independently audited through Adaptive Certifications: ISO 9001:2015 (Quality Management), ISO 14001:2015 (Environmental Management), and ISO 45001:2018 (Occupational Health and Safety Management). All three are held concurrently within a single Integrated Management System.

For civil infrastructure projects, quality, safety, and environmental obligations rarely operate in isolation; they intersect at every stage of delivery. Holding all three certifications within one integrated system, rather than treating them separately, means those obligations are managed together and consistently. It also means our processes have been independently verified, not self-assessed.

What services does Browns Project Solutions provide?

Browns Project Solutions provides project management across the full lifecycle, from early feasibility and funding pathways through to construction delivery, contract administration, and practical completion. We work across civil infrastructure, water infrastructure, subdivision developments, and community and public facilities.

Our services include:

– Feasibility and options analysis
– Funding and approval pathways
– Design and approvals management
– Procurement and contract administration
– Construction and delivery management
– Superintendent of Works (AS 4000 contracts)
– Project controls and reporting
– Risk management
– Stakeholder engagement

Project values have ranged from under $100,000 to programs in excess of $300 million. Our clients include Tier 1 contractors, regional councils, state government agencies, statutory water authorities, and not-for-profit organisations.

Is Browns Project Solutions on any government supplier panels?

Yes. Browns Project Solutions is an approved supplier to a range of government bodies, including Goulburn-Murray Water and local councils across regional Victoria. Panel approval allows eligible clients to engage us directly, without running a full tender process.

We have also delivered projects directly for Regional Roads Victoria, the Department of Transport and Planning, and multiple local government authorities. We are familiar with the procurement policies, approval thresholds, and reporting obligations that govern government-funded infrastructure in both Victoria and New South Wales, including DRFA-funded disaster recovery works.

How does Browns Project Solutions engage with clients?

Browns Project Solutions works in the engagement model that best suits the client: embedded within an existing team as an integrated partner, as a fully outsourced project manager acting on the client’s behalf, or in an independent Superintendent of Works role under AS 4000 contracts.

We integrate with client systems as a matter of course; adopting existing reporting frameworks, document management systems, and procurement procedures. Where clients prefer, we can bring our own. The goal is to add oversight and capacity without creating friction, which is why many regional councils engage us to supplement their internal team rather than replace it.

We have delivered long-term embedded engagements for Moira Shire Council and Benalla Rural City Council, working within their governance structures while providing independent project leadership throughout.

What types of projects has Browns Project Solutions delivered?

Browns Project Solutions has delivered road construction and rehabilitation, drainage and flood recovery works, water infrastructure and irrigation upgrades, subdivision developments, community facilities, and major environmental infrastructure programs, across project values from under $100,000 to programs exceeding $300 million.

A significant portion of our work involves government-funded infrastructure, including state capital works programs, disaster recovery funding arrangements (DRFA), and Commonwealth-state infrastructure partnerships. We are experienced in the compliance, milestone reporting, and audit requirements that accompany these funding arrangements, including supporting councils through DRFA claim preparation following flood and bushfire events.

Our disaster recovery work includes flood recovery projects for Moira Shire Council and Benalla Rural City Council, and bushfire rehabilitation programs across the North Eastern Region for the Department of Transport and Planning. This has included asset damage assessment, emergency procurement, DRFA claim management, and multi-agency coordination under urgent program conditions.
